Is it normal for a used car to have oil on the sump?

I viewed a used car the other day, it has done around 90k miles, i did leave it running and checked for leaks which i never found,,, when looking underneath the car i did notice the bottom of the sump had oil on it although not leaking,,,,, i think i read somewhere that cars can accumulate oil on the outside of the bottom of the sump
